Many of the cards have expensive mana costs. These would be the ones for discarding, milling, scrying, etc. You'll also notice there are a hefty number of creatures that have mana values of three or less that also have low power and toughness. This is because of the Commander.
Now, let's examine the following cards out of the whole deck:
Cybermat
Cyber-Controller
Let's start with Missy.
With a mana cost of six, she's a bit pricey. Artifacts like Pristine Talisman or Sol Ring help speed the move from the Commander position to the battlefield. Regardless, the card is worth the wait when you look at the first activated ability.
"Whenever another NONARTIFACT creature dies, return it to the battlefield face down under your control. It's a 2/2 Cyberman artifact creature."
That's good for any nonartifact creature. Any. Yours or an opponent's. Doesn't even make it to the graveyard it goes right there in front of you, face down, as a 2/2 Cyberman artifact creature.
Missy quietly builds an army of Cybermen artifact creatures. 2/2 artifact creatures may feel expendable. Why not block attacks and save the powerful creatures for your attacks against an opponent?
To answer that, look at Cybermat. It has Skulk. It can't be blocked by creatures with greater power than it (Cybermat) has. If it attacks and isn't blocked, it gets +X/+0 until the end of your turn where X is equal to the number of attacking artifact creatures. In other words, those 2/2 Cyberman pump up Cybermat's power.
Missy's army gains importance.
Unfortunately, Cybermat is still vulnerable. Aspirant's Ascent pumps it up +1/+3 and even delivers a poison counter, but one poison counter doesn't really do much since it takes 10+ poison counters to defeat an opponent. Finally, Cybermat also gains Flying from Aspirant's Ascent until end of turn. Without flying creatures or creatures with Reach, Cybermat could fly over and deal a hefty knockout on an opponent.
Remember, Asspirant's Ascent is an Instant. You only get one shot with it.
Another card that could potentially help Cybermat do some damage is Lazotep Plating. It's also an instant, but look what it does. It amasses a +1/+1 zombie army. More importantly, it provides hexproof against you and your permanents meaning spells, instants, and enchantments won't work on any of your creatures or you for that turn.
Probably the card of the deck, however, is The Cyber-Controller. The cost is X(G), 2 (I), and 1(S), but look at what it does.
"When The Cyber-Controller enters the battlefield, each opponent mills X cards."
If you tap multiple land cards past the two Islands and one Swamp of the casting cost, that's how many cards opponents mill. ALL creature cards milled this way are placed face down under your control as 2/2 Cybermen artifact creatures. The fun doesn't stop there. All previous artifact creatures you control gain an additional +1/+1. Missy's earlier army grows stronger.
Of course, all of this this only works if I draw them this way. I think we've all had that game the cogs don't synch up.
